Indigent medical care resources

Accessing primary care can be challenging for those with no or limited financial means or insurance. Below is summary of some resources (HCAPHope ClinicCommunity Health Centers) available in the community.

HCAP - Hospital Care Assistance Program

The Hospital Care Assurance Program, or HCAP, offers help with unpaid hospital bills to Ohioans at or below the federal poverty level and who are ineligible for Medicaid coverage. This program also provides funding to hospitals that have a disproportionately high share of uncompensated care costs for services to indigent and uninsured Ohioans. HCAP is a state and federal program administered by the Ohio Department of Medicaid.

Adena Health System participates in the Hospital Care Assistance Program (HCAP). This program has an application process. To be eligible, patients need to apply at the hospital where they are receiving care. The program can also be used to assist with some outpatient costs of care.

Hope Clinic of Ross County

Hope Clinic provides care to those who are 200% of the Federal Poverty Guidelines.  Treatment at the clinic is held on Monday nights from 5 to 7 pm at 610 Central Center, Chillicothe. Care is offered by qualified medical professionals including physicians and nurses. Patients are seen on a first-come, first serve basis. Patients are encouraged to complete the admission paperwork prior to arriving at the clinic. Hope Clinic of Ross County also offers a Dental ClinicCharitable Pharmacy and vision care vouchers. 

Dental Clinic

The dental clinic which offers exams, x-rays, fillings and simple extractions. Digital x-rays and electronic patient records are used to provide quality care. The Clinic does not offer crowns, bridges, implants, teeth whitening or involved oral surgery. A limited number of patients are seen on a first-come first-serve basis and no appointments can be made. If you have questions about the dental clinic, please call 740-774-4606 and leave a message. The dental clinic is located in the Medical/Dental building at 622 Central Center, Chillicothe.

Charitable Pharmacy

Hope Clinic offers free prescription medications for those who meet any of these qualifications:

  • Must be uninsured or unable to afford prescription copay.
  • Have an income of 300% or less of the Federal Poverty Guideline.
  • Can have an income over 300% of the FPG if your monthly expenses equal or exceed your monthly income. See Federal Poverty Guidelines

Pharmacy caregivers will counsel patients on proper medication usage and offer health and wellness education. If you have pharmacy questions, please call 740-672-2095.

Community Health Centers

Community Health Centers are another health care option to help increase access to primary care by reducing barriers such as cost, lack of insurance, distance, and language for their patients. In doing so, health centers — also called Federally Qualified Health Centers (FQHCs)– provide substantial benefits to the country and its health care system.

Our region has Community Health Centers in each of the counties we serve. Locations are:

  • Healthsource of Ohio - While the primary office is in the Cincinnati-area, there are locations in Washington Court House and Hillsboro. Services do vary by location and range from primary care, behavioral health, dental and vision services, obstetrics and others.
  • Hopewell Health Center - Offers primary care, dental and mental health services. Services do vary by location.  Locations in Athens, Gallia, Hocking, Jackson, Meigs, Perry, Ross, Vinton, and Washington counties. Hopewell Health Centers has "Certified Application Counselors" who can assist consumers with applications for Qualified Health Plans in either the Health Insurance Marketplace or with Ohio's expanded Medicaid program.   • Valley View Health Centers -  provides a variety of services including primary care, behavioral health, dental, and vision. Services vary by location. Valley View Health Centers is primarily located in Jackson, Pike and Scioto counties. Valley View also offers support to help clients enroll in benefits if needed.
