Utilities assistance resources

There are various programs to assist with utilities in our region. Please note, many of these programs are one-time options or have a waiting period before additional assistance can be requested. 

In Ohio, the Public Utilities Commission regulates utilities. They also oversee several assistance programs that may also help and are not as well-known. For example, during the winter months, they oversee the Special Reconnect Order Program where those who qualify pay a minimum amount to have their "heat" source restored. HEAP (all counties)

Ohio has a program to assist residents with utility costs. Given rising costs this year, this program may be needed by some patients more this year than in the past.

The Home Energy Assistance Program (HEAP) is seasonal, with two assistance opportunities during the year. The Winter Crisis Program is from November 1 - March 31. The Summer Crisis Program is July 1- September 30. The current application is available for download here or at area libraries, Job and Family Services or Community Action Providers. The HEAP income tool can be used determine potential eligibility. 

To be eligible, residents must meet the income guidelines and one of the following criteria:

  • Households have an elderly member (at least 60+ years old).
  • Individuals whose illness has been determined as "chronic" by a physcian. Typically, respiratory conditions (COPD, Asthma, etc.) are considered first with Summer HEAP. 
  • Individuals with a disconnection, termination, or transfer of services.
  • Individuals with a COVID 19 diagnosis.

When going to the HEAP evaluation, it is important to bring all the required information or the application will not be started and the appointment will be rescheduled. For most counties in our area, the following items are needed at the appointment:

  • 30 Days Proof of Household Income
  • Social Security Cards for ALL household members 
  • Current electric bill
  • Current Natural Gas Bill**
  • Fuel Oil/Propane Account Number**
  • Wood Vendor Information**
  • Photo Identification

**Utility information is only required if home uses a heat source other than electric.
